'96 Saturn SL1 sluggish in warm weather? by

OK, here's the deal. I own an automatic transmission 1996 Saturn SL1
with 116K miles on it. In the winter, it runs great, on a cold start
(although I don't do this) I can floor it and it picks up great. Once
summer comes around, the car is incredibly sluggish (no, I don't have

it started last winter on cold mornings
and now it does almost every startup especially if it sits for a
while.
its a very loud squeling noise for several seconds and then it
abruptly stops, the duration varies.
Turning off/on the AC and heater does not affect it either.

I note that right now GM is offering $1,000 toward the purchase of either
the Chevy Uplander or Buick Terraza, but not the Saturn version, the Relay.
So do you pay more for Saturns?
